Weak
When the strength is underused
The quality is present, but not being expressed strongly enough for the situation.

The quality is expressed with judgement enough to meet the situation without overwhelming it.

When the strength becomes too much
The same quality is pushed beyond what the situation requires and begins creating unintended consequences.
